Climate-Friendly Development Planning – Chula Vista, California


The City of Chula Vista California has used a Criterion-designed system for planning climate-friendly development since 2000. Major development plans are measured with land-use, transportation, energy, and greenhouse gas emission indicators, and their scores are compared to minimum energy-efficient thresholds that must be achieved for project approval. A recent example is Otay Village Two, a 300-acre, development that exceeded minimum standards for use mix and balance, neighborhood completeness, intersection density, and VMT and GHG emissions reduction.
